Instagram has no targeting switch for organic followers. You cannot tell it to show your posts only to women over thirty in Toronto. Ads can be aimed that precisely, but ads buy views and visits, and neither the boost button nor Ads Manager has a followers goal.

What targeted can mean on Instagram
By niche. People who already care about the subject: home bakers, trail runners, first-time landlords. This is the targeting that decides engagement, because interest is what makes someone react to a post.
By location. A country, a city or a delivery radius. It matters most to anyone who sells in person, and to creators whose sponsors sell in one market. We cover it in depth on how to get local followers.
By demographic. An age range, sometimes a gender split. Brands ask for it, and Insights reports it, but it is almost always a consequence of niche and location rather than something you aim at directly.
By audience. The followers of one specific account: a competitor, a publication, a venue. This is the practical form the other three take, because an account's followers are the only targeting group on Instagram you can actually see and reach.
What a targeted followers package really is
Follower shops sell targeting as an upgrade. The ordinary product is accounts from anywhere, and the targeted one is the same kind of account with a country, a gender or a niche written on the order form.
The label is where the margin is. A person in Chicago who loves vintage cars cannot be delivered by the thousand within the hour, because a real person has to see your account and decide. What can be delivered on a schedule is accounts, and accounts can be given any name, photo and location field a buyer asks for.

How to get targeted followers, step by step
This is the whole method. It is simple, and the reason most accounts do not do it is that it has to be done every day.

Write the audience in one sentence
Who, where, and what they care about: independent coffee drinkers in Leeds, or UK parents of toddlers who cook. If you cannot write it, you cannot target it.

List ten to fifteen accounts whose followers are that audience
Direct competitors, the publications and podcasts of the niche, local businesses with the same customers, creators one size up from you. Their follower lists are your targeting.

Make the profile answer one question in three seconds
Is this for me? Put the niche and the place in the name field and the first line of the bio, and pin the three posts that prove it.

Engage with those audiences daily
Genuine replies and comments where those people already are. Fifteen minutes a day is enough to see profile visits from the right people.

Read which sources bring followers who respond
After a month, some of your fifteen accounts will be sending people who like and save, and some will be sending nobody. Keep the first group.

Swap the weak sources and repeat

Check whether your followers are the right ones
You do not have to guess. Instagram reports who is following you, free, on any public account.
Location and age. Open Insights, tap Total followers and scroll to Top locations and Age range. It needs at least 100 followers. If you sell in Ireland and your top country is somewhere you have never shipped to, the count is not an audience.
Gender and reach. The audience breakdown on views and interactions adds top countries, top cities, age ranges and gender for the accounts you reached, once more than 100 accounts are involved.
Engagement rate, against the band for your size. Typical engagement runs 5% to 8% under 1,000 followers, 3% to 6% around 10,000, 2% to 4% at 50,000 and 1% to 2% above 200,000. Then check your engagement rate against the typical band for your size: 3% to 6% around 10,000 followers, for example.
